How to bleep a video and audio file?

I try to add a bleep but the sound from the original video/audio file shows through. Is there a way to mute it or convert it to a file type that will mute the sound?

Depends on what software you are using, but you should be able to lower the volume on the section of your video you want to bleep and then layer the beep sound no top. This might involve cutting the video on both sides of where you want to adjust the volume.
